What "passed" means. The component ran without errors, painted something, kept moving for its full duration, and filled enough of the frame for its format. It does not mean it looks good — that is what the videos are for. A red cell was rejected by the validator; in production it would be retried with a specific critique, but here it is shown so the comparison is honest.
GIFs are offered on the two small formats, where a GIF is actually useful (email, places that will not play video), encoded with a generated palette so gradients do not band.
